feat(data-quality): anomaly-count drilldown to full detail + real COUNT(*) caliber

backend: GET /api/cma/data-quality/rule-detail (COUNT(*) total, structured items, server-side paging, scope=manual); governance seven-rule counts use real totals instead of len(LIMIT-ed rows). frontend: clickable anomaly count -> MyDialog detail (no new el-dialog) + full CSV export.
