fix(bep-caliber): seed target_value NULL -> 0.00 (kpi_definitions NOT NULL, 1048)

首发串 [4/8] 以 pymysql 1048 失败: kpi_definitions.target_value 为 NOT NULL(decimal(15,2) default 0.00)，种子显式写 NULL 覆盖默认值。

本提交只改 backend/scripts/sql/bep_kpi_defs_rebate_20261002.sql 一行。
