feat(sxbh-compliance): 全站页脚合规链入库（白名单 64 件）
白名单 64 件 = 插入/补齐合规页脚链的已有页面 64 件 + 新建页面 0 件。
每件内容 = HEAD 内容 + 本单 hunk 的重建结果；已在 HEAD 且与落盘字节一致的
文件不入白名单（无差异，不制造仓库与 live 的分叉）。
他人未提交 hunk（articles 等）未纳入本提交。
